Arunachal chief minister's chopper lands safely Top
April 30, Vizag: A helicopter carrying Arunachal Pradesh Chief Minister Dorjee Khandu and four others made a precautionary landing in Bhutan on Saturday after it lost radio contact for close to four hours due to bad weather, an official said.
All on board are safe. "The latest information is that the helicopter carrying the chief minister probably landed somewhere in eastern Bhutan close to Tawang district of Arunachal Pradesh probably due to bad weather. But the good news is that all the five on board are safe," Kiren Rijiju, the adviser to the chief minister, said.
The Eurocopter AS350 B3 helicopter owned by Pawan Hans Helicopter Private Ltd took off from Tawang helipad, perched at an altitude of 11,000 feet, for state capital Itanagar at 9.50a.m. The helicopter was scheduled to land at 11.30a.m.
"The helicopter lost radio contact 20 to 25 minutes after take off when it was flying over the Sela Pass. Since then there was no word until we heard the chopper has landed somewhere along the India-Bhutan border," Arunachal Pradesh MP Takam Sanjay said.
An official at the chief minister's office said a phone call was received about the landing of the helicopter and also said all the passengers were safe.
"We don't really know under what circumstances and where exactly the helicopter landed. Could be possible it landed on some small Bhutanese airstrip. But our information is that the helicopter is flying back to Guwahati," Rijiju said.
For close to four hours, there was chaos in the state with the helicopter remaining untraced. Besides two pilots and the chief minister, a personal security officer and a woman relative of Dorjee Khandu were on board.
"Arrangements have been made at the Guwahati airport for receiving the chief minister. We don't have any details how and what happened to the helicopter," N. Deb, an Arunachal Pradesh government official in Guwahati, said.

Congress starts caste-wise campaign in Kadapa Top
April 30, Kadapa: Since the Congress has no star whose image cuts across caste lines, the ruling party has formulated a caste-wise campaign in Kadapa Lok Sabha constituency in support of DL Ravindra Reddy who is contesting against YS Jaganmohan Reddy, president of YSR Congress, in the bypolls to be held on May 8.
Tours of the leaders are being finalised based on the concentration of the electorate on the basis of caste lines. While wooing the Balija community is being taken care of by ministers Botsa Satyanarayana, Kanna Lakshminarayana and senior leader C Ramachandraiah, the party has deployed ex-chief minister K Rosaiah to woo the Vysya voters in the constituency. Later next week, PRP president Chiranjeevi will also tour the district to woo the Balija voters and impart some glamour to the otherwise lacklustre campaign of the party.
Already, T G Venkatesh, the Vysya minister in the Kiran government, is camping in Proddatur assembly segment where the Vysya voters are said to be considerable in number. To garner the support of various caste groups, the Congress is concentrating in TDP strongholds of which Proddatur is one.

KCR Says People will throw Congress Party in Bay of Bengal Top
April 30, Hyderabad: TRS president K Chandrasekhar Rao on Friday said, People of Telangana will throw congress party into Bay Of Bengal Sea if it doesn't approve Telangana statehood.
He said that there was no question of merging his party with the Congress even if the UPA government makes it a pre-condition for bifurcation of the state.
Addressing party delegates on the occasion of the party's 10th anniversary celebrations in Mahbubnagar, KCR condemned reports that TRS would be merged with Congress after the creation of Telangana. He questioned the need for merging a strong political party with the Congress. "Congress party in the state is headed by D Srinivas who was defeated in the recent by polls."How can a strong TRS merge with a party whose state president was defeated by us," he said.
Rao also ruled out the possibility of a poll alliance with any party in future. "Once Telangana is created, TRS will emerge as a stronger political force and will strive to develop the new state."
The TRS president called upon the rank and file to get ready for mid-term polls and exuded confidence that in such an eventuality, TRS would win majority of the seats from Telangana. He said, it would win at least 70 to 80 seats out of the 119 assembly seats.
He also called upon the cadre to gear up for the local body elections. "TRS should sweep the polls by defeating the Congress and the TDP since both are anti-Telangana parties," he said.
KCR also said that he will undertake yatras in all the districts before launching the next phase of the Telangana movement in May. The party politburo is scheduled to meet next week to chalk out an action plan for the next phase of agitation.
The meeting adopted 27 resolutions, including the introduction of a Telangana Bill in Parliament, scrapping of GO-177 that bans agitation by government employees and withdrawal of cases against Telangana students.
Congress leader Tulasi Reddy gets mega shock Top
April 30, Kadapa: Kadapa Congress local leader Tulasi Reddy gets mega shock on Friday at Kadapa election campaign by Chiranjeevi.
Chiranjeevi ignored Tulasi Reddy by not mentioning his name while referring all other leaders names at Kadapa by-elections on Friday. This made Tulasi Reddy angry and he boycotted Chiru's campaign and left the scene.
This was noticed by Vivekananda Reddy and tried to pacify Tulasi Reddy but his efforts go in vein.
It is heard that Tulasi Reddy and his followers are now dead against Chiranjeevi who in 2009 elections have criticized congress heavily and now campaigning for them in Kadapa.
Unfriendly welcome for new India Coach Top
April 30, New Delhi: India's newly appointed coach Duncan Fletcher on Thursday got a taste of the challenges he faces when two senior former players said a fellow countryman should have got the job instead.
Fletcher, a former Zimbabwean all-rounder who rose to prominence during his eight-year stint as England coach, was awarded a two-year contract Wednesday by the Board of Control for Cricket in India (BCCI).
Kapil Dev and Sunil Gavaskar, former Indian captains and influential voices in the cricket establishment, expressed displeasure over Fletcher's appointment.
"Who is Duncan Fletcher?" Dev told the Hindustan Times newspaper. "I would like to see Venkatesh Prasad and Robin Singh (former India players) as coaches of the Indian team. Not because they are Indians but because they did a great job at the T20 World Cup in 2007."
Gavaskar said former India all-rounder Mohinder Amarnath, who played a key role in guiding the team to their first World Cup win in 1983, should have been picked. "Someone like Amarnath would have been a better choice for the simple reason that the core of the Indian team today is from the Hindi-speaking belt," he told the NDTV news channel. "He would have got on brilliantly with this group as well as the seniors. It would have been a lot easier for Amarnath to understand and interact with the players.
"There is a perception and a wrong one that an Indian (coach) can be influenced and that he will get involved in politics. You are presuming that he cannot be a strong person."

Nalco to set up refinery plant in Vizag Top
April 26, Vizag (TOI): National Aluminium Company Limited (Nalco), India's leading manufacturer and exporter of alumina and aluminium, is likely to set up its refinery near Makavarapalem in Visakhapatnam district.
The site for the refinery is likely to be finalised by the authorities soon. A major chunk of land at Rachapalli panchayat near Makavarapalem mandal has been identified where the private Anrak company is busy constructing its alumina refinery.
Nalco had got the central government's approval to mine bauxite for its proposed alumina refinery in Visakhapatnam 20 months ago. With the approval, Nalco would be able to mine an estimated deposits of 85 million tonnes of bauxite reserves in Gudem of G K Veedhi mandal in Visakha Agency and Katamraju Konda in East Godavari district.
The 1.4 million metric tonne capacity green field refinery at an estimated investment of more than Rs 4000 crore is expected to be commissioned in next three years, a senior officer of Nalco told TOI over phone from Bhubaneswar.
Nalco has already conducted a survey for the site to set up refinery in the district. "We have visited two places near Narsipatnam for the plant a year ago. The sites were near Makavarapalem and it would be finalised soon," he said.
The APIIC and the revenue authorities have started their exercise of identifying the land at Rachapalli, Koduru panchayats and Erakannapalem village area, sources said. The authorities have identified a major chunk of barren land, 1500 acres, at Rachapalli panchayat and another 200 acres of barren land at Koduru panachayat, they said. April 26: The High Court division bench comprised of Justice V.V.S. Rao and Justice Ramesh Ranganath issued interim orders on Monday staying the property tax hike by the Greater Visakhapatnam Municipal Corporation and ordered that the hike should not be more than 75 per cent, said the CPM floor leader, Ms Botta Eswaramma.
The CPM corporators, pre-sidents of apartment owners' welfare association cha-llenged the GVMC tax hike which they said was from 100 to 800 per cent and aga-inst the rules. Based on the interim orders, the CPM demanded that the corporation should serve fresh tax notices implementing the 75 per cent ceiling and return the money to the assesses who had paid the excess amount.

Vijay Kumar, the Kakaninagar Residential Welfare Association secretary, Ms V. Prabhavathy and the Sheelanagar Upkeep Welfare Association president, Mr K. Mallikarjuna Rao.

April 24, Vizag: The Congress will win Kadapa byelections but will face a stiff fight, said the Union minister of state for human resource department, Mrs D. Purandeswari. Talking to the reporters after inaugurating several developmental works here on Sunday, Mrs Purandeswari said the welfare schemes launched by former chief minister late Dr Y.S. Rajasekhar Reddy were being fulfilled by the present government and there was no negligence as being claimed by some leaders.
She said her ministry was focusing on the literacy drive and there was proposals to open model schools in all the districts. Body of 'dead alien' found in Siberia Top
April 24, Siberia: A video claiming to show alien remains in Irkutsk, Siberia has become a internet sensation, garnering more than a million hits.
The video, which many viewers have dismissed as an elaborate hoax, was allegedly filmed near the town of Irkutsk close to Russia's Lake Baikal in recent weeks.
In it, a local is shown leading a camera man to a snowy spot on the edge of a forest where he points out the remains of "the alien," a tiny being which has had one of its legs ripped off. The creature looks like an extra from Hollywood central casting with an enlarged cranium, hollow eyes, and a small reddish body.
One of the men in the video is heard giving an expletive-laden commentary in Russian, adding that a dog originally sniffed "the alien" out.
The video has sparked conspiracy theories of an alien crash landing in the area. Alleged UFO sightings in the vicinity are not uncommon, and some viewers speculated that the Russian military had not cleaned up the area after a UFO crash properly overlooking the tiny corpse.
The video was released after villagers in the area reported seeing bright orange lights in the sky last month with one witness capturing the mystery lights on his or her mobile phone. At least one national TV news channel reported the alleged sighting with the headline "Uninvited Guests."
Vizag Trained 'brother duo' qualify for PADI Sea Diving Top
April 23, Mumbai: Diving into water is not just a fun activity for Pranav,10, and Ayush Sardana, 8. They have become India's youngest 'brother duo' to qualify for the sea-diving licence.
The brothers are students of Shimla's Bishop Cotton School and love water but got inspired from their parents. Their father is a submarine naval officer and mother a skydiver. "Our parents are our main source of motivation and they love adventure sports. Now, I want to go for diving in the Indian Ocean," Pranav said. The younger brother Ayush said: "I loved the diving experience. The best part were the colourful fishes under the sea." The brothers are very excited about their achievement. But they have other dreams too. While Pranav wants to become a footballer, Ayush wants to become a scientist. But together the duo want to conquer many more depths. The brothers first went for a two-month training at Visakhapatnam, after which they went to Andaman Islands where they were trained in recreational sea diving and snorkeling. They have undergone rigorous training at Bangalore in use of scuba equipments.
Ayush being underage, as per PADI (Professional Association of Diving Instructors) rules, did his Bubble Maker Course certified by PADI by diving upto 5 metres depth (18 feet). But Pranav being over 10 years of age, was eligible for Junior Open Water Diving Course in sea water and hence went to Netrani Island off Goa.
"Pranav qualified in Junior Open Water Course on Feb 20, 2011. He did four open water dives upto a depth of 12 metres (40 feet), maximum permissible depth as per PADI rules for boys less than 15 years. Thus the brothers became the youngest 'brother duo' to qualify for PADI Sea Diving Licence," their mother Archana said. she added that their main aim is to make their children fearless and enjoy such adventure sports.

Vizag Boy Bolisetti is ready for next big step Top
April 23, Vizag: When your first encounter with a sport is an answer to an urge 'let's try it', it rarely fructifies into a career. Vizag boy Sailesh Bolisetti did not nurture any ambition to become a race driver; he did not have the remotest connect with the sport. However, the 22-year old has slowly carved out a career in motorsport.
Bolisetti's graph has risen steadily since his first brush with the sport in 2007 and the youngster is all geared up for his first international race at the Scirocco R-Cup. The first race will be held in Hockenheim on April 29-30, followed by seven races across Germany. His win at the inaugural Volkswagen Polo Cup in 2010 helped him book a berth for the event.
"I never actually thought of being a racing driver. I was driving with my father one day in 2007 and while manoeuvring the car, the idea of racing took shape. We went to the race track in Coimbatore. Radha Selvaraj, one of the veteran drivers, saw me drive and offered help. That's how I got into the sport," Bolisetti told TOI on Thurdsay.
Selvaraj, a National champion at Saloon car (one used for daily commuting) racing, saw the youngster learn quickly as Bolisetti grabbed pole position in his maiden race in 2007 and went on to win his second. Bolisetti finished second overall (Super saloons) in the 2010 JK National Racing Championship but the win in the Polo Cup remains the high point of his brief racing career.
The challenge only gets bigger from here on for this Computer Science engineer. "The Scirocco Cup will be a new terrain for me with a bigger engine and new tracks. For this year, I am targeting some podium finishes. The hard part would be to adjust to the left hand drive there."
Vizag Tribal delicacy now gourmets' choice Top
April 23, Vizag: Nestled amidst green hills and canopy of dense forest, Araku valley has been a hot tourist spot in this part of the State. The ghat roads winding through gigantic hills, waterfalls cascading down from cliff of hills, rivulets crisscrossing the lush green pastures and springs of crystal clear water flowing lazily have been attracting tourists from far and wide.
Besides photo-frame scenic beauty, the valley is popular for a traditional tribal delicacy - bamboo chicken.
Bamboo chicken has been a traditional tribal delicacy which is prepared on festive occasions in the valley. After the place was connected with modern world by road and train tracks and tourists started flowing in, the dish prepared without spices, oil and any modern additives became an added attraction of the place. Now, it has also become a major source of income for the tribals of the area.
Started by a group of 60 tribal women as a business, the ghat road between Anantagiri and Tyda is today dotted with kiosks selling bamboo chicken. Now around 200 tribal women are engaged in the business. Its demand is so high that one has to wait for several hours for the mouth-watering dish to be served hot on sal leaves. In the peak tourist season from January to March, the customers have to order the bamboo chicken four hours before the time. It has become a must-taste item for the tourists, particularly those coming from outside Andhra Pradesh. Considering its demand, the cost of one bamboo chicken has gone up from a modest Rs 60 per kg of uncooked chicken not long ago to a whopping Rs 600.
Interestingly, the preparation of bamboo chicken is very simple. First of all, a tender country chicken is skinned, washed and cut into medium sizes. It is marinated with paste of ginger, garlic, green chili, onion and a little bit of salt inside an earthen pot for two hours. A green bamboo stem is cut open from one end to be used as oven. Then comes most interesting part. The marinated chicken is pushed inside the bamboo stem without using any oil, butter or ghee. The open end of the bamboo is closed with sal leaves tightly and the piece is placed on fire of wood and coal. The bamboo is shifted from time to time for even steaming of chicken. It is kept burning till water trickling out of the open end stops which brings the cooking to end. Then the leaves are taken out and bamboo chicken is served pipe hot on fresh and clean sal leaves.

GMAT is planning test center in Vizag Top
April 20, New Delhi: India's management education market has matured to an extent that the owner of the graduate management aptitude test (GMAT), a widely used gateway to MBA programmes, is planning test centres in smaller cities such as Coimbatore and Vizag.
The Graduate Management Admission Council (GMAC), a US-based association of business schools, in February opened an India office, its third overseas establishment after London and Hong Kong.
Ashish Bhardwaj, regional director, South Asia, said "We are looking at Vizag and evaluating Coimbatore," he said. "In the west, we are evaluating Nagpur, and in the north, Lucknow."
Though the number of students taking GMAT dropped in 2010, Bhardwaj said there was a similar drop in people taking the Common Admission Test, necessary to gain admission to the premier Indian Institutes of Management.
"My understanding in the drop is that it is an industry-specific drop. We have had relentless growth in last five years. Five years back, we delivered 9,000 tests in India. Last year, we gave 18,900 tests," he said.
"With this kind of fantastic growth, there has to be a correction."
PSLV-C16 launch successful, puts 3 satellites into orbit Top
April 20, Sriharikota (AP): India's PSLV-C16 rocket on Wednesday successfully launched into orbit the latest remote sensing satellite Resourcesat-2 that would study and help manage natural resources along with two nano satellites.
ISRO's homegrown workhorse Polar Satellite Launch Vehicle placed in a 'Polar Sun Synchronous Orbit' Resourcesat-2, Youthsat and X-Sat about 18 minutes after it blasted off from the Satish Dhawan Space Centre launch pad here, 90 km from Chennai, at 10.12 am.
"PSLV-C16 Resourcesat-2 mission is successful," a jubilant Indian Space Research Organisation Chairman K Radhakrishnan announced shortly after all the three satellites were hurled into space one after another 822 km above earth in a text book launch.
The ISRO chief's announcement was cheered by the battery of scientists at the mission control centre who heaved a sigh of relief as they were gripped by an added anxiety following two successive failures of GSLV missions last year.
The 1,206 kg Resourcesat-2 with a space life of five years replaces Resourcesat-1 launched in 2003 and would provide data with enhanced multispectral and spatial coverage on natural resources.
The GSLV mission in December last year failed when the homegrown GSLV F06 carrying communication satellite GSAT-5P exploded mid-air less than a minute after lift-off and fell into the Bay of Bengal.
GSAT-5P, carrying 24 C-band and 12 extended C-band transponders, plunged into the sea when the destruct command was issued as the rocket veered from its flight path.
Earlier, the GSLV-D3 mission carrying GSAT-4 had also failed in April 2010, dealing a blow to India's space programme.
Today's PSLV flight was its 17th successive mission after the failure of its maiden voyage in September 1993.

Waiting LPG ships rack up charges at Vizag port Top
April 20, Vizag: At least five ships have been waiting, two of them for more than a month, at Visakhapatnam port on India's eastern coast to unload liquefied petroleum gas, or LPG, imported by three state-run oil companies as the lack of adequate storage facilities on shore and other constraints force them to pay rising waiting charges for the vessels.
The charges, known as demurrage, could amount to as much as Rs.14 crore, as of Tuesday, based on the current average levy. "There is no space for storage of LPG at Visakhapatnam port," said a shipping agent at the port city who asked not to be named.
For each day of waiting beyond the contracted period, an importer has to pay demurrage to the ship owner.
"It's a national waste," said Ajeya Kallam, chairman of the trust that runs the Union government-controlled Visakhapatnam port, in a phone interview on Tuesday, confirming the long line of ships waiting to discharge cargo at the port.
The five ships are carrying a total 100,700 tonnes of LPG and are waiting since 8 March, 10 March, 26 March, 30 March and 9 April, respectively, another Vizag port official said on condition of anonymity because he is not authorized to speak to the media.
A Mumbai-based shipping industry executive, who also declined to be identified, said the average waiting charge for LPG carriers, hired from the spot market and calling at Vizag port, is currently about $27,000 a day. "It's a loss to the national exchequer," he said.
Vizag is the only port in India where large LPG ships with a capacity to carry as much as 45,000 tonnes can dock. LPG unloaded from ships is pumped into a 60,000 tonne-capacity underground storage facility set up jointly by Hindustan Petroleum Corp. Ltd (HPCL) and Total Gas and Power India Pvt. Ltd, the Indian unit of French oil and gas firm Total SA. The cavern acts as a transit facility for further evacuation of LPG to bottling plants and final distribution.
In other LPG discharging ports such as Kandla, New Mangalore and Haldia, there is no facility for land storage except in Visakhapatnam, a major hub for LPG bottling and distribution in the eastern region. In other places, cargo is taken on direct delivery basis.

Scented Oil comes out of Baba's Idol, Devotees say it's a Miracle Top
April 20, Puttaparthi: PUTTAPARTHI: A day after Sathya Sai Central Trust member R J Ratnakar issued a statement that all was well in the trust and that they are hoping for Sai Baba's recovery, news of a 'miracle' swept through Puttaparthi on Tuesday.
Around 9.30 am, devotees rushed to the house of a retired deputy tehsildar at Ganesh Circle on the outskirts of Puttaparthi, where a 4-ft idol of Sai Baba was reportedly oozing perfumed oils from its feet. TV cameramen rushed to grab the visuals and devotees thronged the house. They claimed it was a sign of Sai Baba recovering.
Devotees refused to consider that the wax idol could be melting in the sweltering heat and the oil was a resultant residue. Raheem, a sculptor, said Sai Baba had appeared in his dream last November. "He told me to make his idol and worship the same. I followed his direction," said Raheem. He had made the idol five years ago, but had kept it hidden till now.
The idol is a replica of Sai Baba complete with his thick bushy hair and saffron robes.
In the morning, Raheem's wife informed her neighbours as soon as the oil began oozing out. Soon, crowd gathered at the house. Policemen arrived to manage the swelling crowd. B Narayana Swamy, owner of the house, said he rushed when Raheem told him about it, said, "It's a miracle. It's one of Swami's marvels. After I touched the feet of the idol and smelt the perfumed oil, I began to believe Sai Baba has come back."

Justice KC Bhanu of the AP High Court on Monday ordered notice in a writ petition challenging the action of the State Bank of India in refusing to recruit a person on the ground that he was suffering from haemophilia. The petitioner Banvat Sankar Naik was selected in April 2010 for a job with the bank in the clerical cadre but was rejected the opportunity in December on the ground that he was suffering from a blood disorder.
The petitioner contended that the said disorder was not within the prescribed alarming level and in any event, it was not a danger for him to carry out his clerical duties and as such the exclusion was discriminatory and arbitrary. The judge granted four weeks time to the bank to respond and justify its action. (TOI)

Vizag Port Trust next only to Kandla Top
April 18, Vizag: VISAKHAPATNAM: Vizag Port Trust (VPT) stood in the second position among the major ports in the country after Kandla in cargo handling during the 2010-11 fiscal year. It has handled 68.04 million tonnes of traffic which was 2.54 million tones higher than the previous record.
This was amid diversion of about 13-14 million tonnes of cargo, especially coal, to neighbouring private port, Gangavaram Port. The shortfall of about 1.96 million tonnes against the target of 70 million tonnes, a target set by the Union ministry of shipping, was due to shut down of one refinery unit of the HPCL for nearly 40 days. Decline in import of bauxite by Vedanta group due to steep hike in prices and diminution of metallurgical coal imports also had certain impact, the port management said.
Kandla Port has retained its top position by handling 81.88 MMT cargo. The VPT has achieved a growth rate of 3.88 per cent as against the 1.57 per cent achieved by other major ports in the country. The Vizag Port has handled 26 per cent of the total volume of finished fertilizers handled by all ports across the nation. A record number of 2,507 vessels sailed through the port surpassing the previous record of 2,435 vessels. The port has surpassed the targets of all kinds of commodities except thermal coal export.
To meet the targets of cargo handling in the coming years, the port has taken up phase-II deepening of inner harbour entrance channel and strengthening of five berths in the inner harbour to cater to 12.5 meters draft vessels. (TOI)

He asked why both the Centre and state governments led by the Congress had remained silent when their leader was in the party fold. He said that as Mr Jagan was becoming stronger day-by-day, they intend to target him in several ways in the illusion that he could be tamed. Referring to the Prime Minister, Dr Manmohan Singh, who was ruling the country for the last seven years without getting directly elected by people, he said that such a practice was not good for the world's largest democratic country.
Speaking to newsmen while on his way to West Godavari near Madhurapudi airport on Wednesday, the YSR Congress leader launched a scathing criticism of the local Congress MP, Mr Vundavalli Arun Kumar, in response to a series of remarks made by him against the YSR Congress and the late CM YSR Reddy's family members. H-1B workers can stay: US court Top
April 17, WASHINGTON: A US court has ruled that workers in the US on H-1B visas, which are coveted by Indian IT professionals, may not be arrested for "overstaying" when their visa extension applications are pending before US immigration authorities.
In a recent ruling, a federal judge in Connecticut recognised that regulations allow H-1B employees to continue working for 240 days pending the adjudication of their extension applications and that "work authorisation is part and parcel of their authorisation to be in the country, not a separate matter".
The ruling came following an argument in an amicus brief by American Immigration Council (AIC) and American Immigration Lawyers Association (AILA).
"Permitting the initiation of removal proceedings during this period would thus be unfair to employees and employers alike, according to the (court) decision," AIC said in a statement.
The ruling is a victory for the rule of law and for common sense, said Melissa Crow, director of AIC's Legal Action Centre. "If H-1B employees can continue working while extension applications on their behalf are pending, it defies logic to argue that they can be arrested, detained and removed without notice," Crow said.
In the case before the Connecticut judge, the plaintiff, a Lebanese national, was gainfully employed as a medical researcher when his employer requested an H-1B extension in early 2004, more than a month before his H-1B status expired.
Though his employer paid a $1,000 fee for premium processing of the application, the government never adjudicated it and refused to respond to requests for information. Nearly seven months after the request was filed, immigration agents arrested the plaintiff for allegedly "overstaying" his initial period of admission. He was placed in removal proceedings and detained for nearly two months.
In their amicus brief, AIC and AILA argued that current laws provide for work authorisation, while a timely-filed extension application pending necessarily authorises H-1B employees to remain in the US. Accordingly, they cannot be arrested solely for staying in the US while extension applications are being adjudicated.

Congress using Dalits as vote banks to further interests: BJP Top
April 17,New Delhi (PTI): Accusing Congress of using Dalits and minorities as "vote bank" to further its interests, BJP said the ruling party has deliberately ensured that the society remains divided on caste and religious lines.
"Today, we see a new dimension in politics. Minorities and Dalits have been used as a vote bank. Congress has continuously used them by sowing the seeds of disparity as they do not want the society to remain united. They don't want the disparity to end," BJP President Nitin Gadkari said.
He was addressing a party meeting to mark the 125th birth anniversary Dr B R Ambedkar. Gadkari also took a dig at Uttar Pradesh chief minister Mayawati for installing her statues in Lucknow.
Without naming her, he said he was "pained" to see the statues of the Chief Minister during a visit to "a state". "Will it help? The money could have gone to Dalits for their education, getting them computers, providing them with vocational training," he said.
He cautioned against referring to the caste of freedom fighters and people who have contributed for national cause. "It is not good," he said in an apparent reference to Congress mouthpiece referring to the caste of Bhagat Singh and Rajguru in its latest issue.
The March issue of 'Congress Sandesh' describes Bhagat Singh as a freedom fighter "born in a Jat Sikh family" and Rajguru as one "who belonged to the Deshastha Brahmin community." He said while BJP is often referred to as a caste and religion based party, the truth was that its leaders have fought against social and economic discrepancies. "For BJP, it is a matter of image versus reality," he added.

Congress warns CM Kiran Reddy: Win or Resign Top
April 16, New Delhi: A worried chief minister N Kiran Kumar Reddy is now taking the Kadapa Lok Sabha and Pulivendula assembly bypolls a tad more seriously. This after the Congress high command reportedly told him that only a victory for the ruling party in the two seats would reflect his abilities to lead the party till the 2014 general and assembly elections.
Sources said that Kiran Kumar returned to Hyderabad two days ago with this stern message from the party high command. "Apart from meeting Congress president Sonia Gandhi in New Delhi on April 13, the CM made a power point presentation to her political secretary Ahmed Patel and AICC general secretary in-charge of AP Ghulam Nabi Azad in which he detailed the steps being taken by the ruling party with regard to the two bypolls," said the sources.
The CM is said to have presented to them a report on the strengths of the Congress and how the party was geared up to overcome the deficiencies in the election. But the mobilization of ministers and the efforts to win back many loyalists of Y S Jaganmohan Reddy and a couple of Telugu Desam leaders into the fold of the Congress did not greatly impress Sonia.
The CM was told that nothing short of a victory would be required from the state Congress and his leadership, and on this victory would depend whether he would lead the party in the next elections, the sources said. "This has Kiran Kumar worried, because the internal assessment of the party shows that it would be very tough for the Congress to win in Kadapa and Pulivendula," said a leader close to the CM.
The sources said senior leaders in New Delhi had high expectations from Kiran Kumar Reddy to win the by-elections. "They have given him a free hand to run the affairs of the state. So they are hoping that Kiran would not disappointment them," the sources added.
Strangely, addressing the media in New Delhi after meeting Patel and Azad, the CM said that at stake was only a bypoll to a lone Lok Sabha seat and that not much significance should be attached to its result. "Certain that the Congress would not win, Kiran appears to be getting ready to be replaced in case Jagan scores in both Kadapa and Pulivendula," said a leader. (TOI)

Mr Naidu deplored that both the Congress and the YSR Congress were responsible for the economic burden on people in the name of byelections. "If voters defeat both of them, it will be a real tribute to the fight against corruption launched by Anna Hazare," he said.
He said that the hypocritical politics of the Congress was exposed to the public as they realised that the AICC high command was afraid to take action against Mr Jagan. "The threats of Jagan loyalists, Mr Gone Prakasa Rao and Mr Ambati Rambabu, that they will expose the corruption of Mrs Sonia Gandhi have created suspicion in the minds of people," he said.

Elections in three States Today Top
April 13, Chennai/Thiruvananthapuram/Puducherry, April 12 (IANS): Elections are going to start for Tamilnadu, Kerala and Puducherry assembly today.
Big question is whether party's promises win those votes?
Analysts say Voter's choice may be different this time.
Leaders dependent on senior politicians Karunanidhi and Achuthanandan in Tamilnadu and Kerala.
BJP is looking for a debut in Kerala.
Nearly 70 million people will be eligible to vote Wednesday in assembly elections in the southern states of Tamil Nadu, Kerala and Puducherry where ruling parties are facing a stiff challenge from a determined opposition.
The elections, pundits say, could unseat at least two ruling coalitions - the DMK-led front in Tamil Nadu and the Left Democratic Front (LDF) in Kerala.
Perhaps the most politically significant election will be in Tamil Nadu, where the main battle is between two Dravidian giants - the ruling DMK and the opposition AIADMK.
Around 4.59 crore voters can pick 234 legislators from 2,748 candidates, including 141 women. There will be 54,016 polling booths spread all across the sprawling state.
The Tamil Nadu outcome is bound to cast a shadow on Prime Minister Manmohan Singh's coalition in New Delhi in which the DMK is a key ally.
Chief Minister and DMK patriarch M. Karunanidhi is seeking election to the assembly for a record 12th time and as chief minster for the sixth time.
The DMK is seeking mandate for another term saying it fulfilled its 2006 electoral promises -- such as giving free colour televisions and providing welfare measures like free medical insurance, ambulance service, rice at Re.1 a kg and free houses to the needy.
"The fulfilment of promises made in 2006 will see us through comfortably. At least one welfare scheme implemented by us has reached every home," DMK spokesperson and MP T.K.S. Elangovan told IANS.
The DMK is, however, on the defensive over the 2G spectrum scandal, which has led to the jailing of its leader and former communication minister A. Raja on corruption charges.
AIADMK leader and former chief minister Jayaram Jayalalithaa is exuding confidence after pre-election surveys predicted a win for her alliance. She has harped on rising prices, power cuts, the spectrum scandal and the law and order in Tamil Nadu.
The DMK is contesting in 119 of the 234 constituencies after allocating 115 seats to the Congress (63), PMK (30) and smaller groups. The AIADMK has put up candidates in 160 constituencies. It has allotted 74 seats to 10 allies including actor Vijayakant's DMDK and the two Communist parties.
Interestingly, the DMK has shifted its top leaders -- Karunanidhi and his son and Deputy Chief Minister M.K. Stalin -- to the "safer" constituencies of Thiruvarur and Kolathur. Jayalalithaa, a former actress, will contest from Srirangam.
In Kerala, which has the tradition of catapulting the opposition to office in every election, the ruling LDF faces an aggressive challenge from the Congress-led United Democratic Front (UDF).
The 2.2 crore electorate, including 1.19 crore women, will pick from among 971 candidates including 78 women. There are 20,758 polling stations.
Two pre-election surveys have indicated a victory for the UDF in the battle for the 140-member legislature.
One man who is still posing the biggest hurdle to the Congress is Chief Minister V.S. Achuthanandan, who at 87 is one of the oldest candidates and a crowd puller.
But the UDF is confident. "There is no doubt we will win with ease," Congress veteran and union Defence Minister A.K. Antony said.
The CPI-M has put up candidates in 84 constituencies, leaving the rest to its allies. In the UDF, the Congress is contesting from 84 constituencies.
In Puducherry, the ruling Congress is eyeing a hat-trick of victories.
The choice in the union territory will be mainly between incumbent Congress Chief Minister V. Vaithilingam and former Congress chief minister N. Rangasamy, who now heads the All India NR Congress (AINRC).
Around 810,500 voters are eligible to vote in 30 constituencies.
There are 187 candidates and several parties in the fray. But the contest is mainly between the Congress-led front comprising the DMK and the AINRC-led front including the AIADMK.
Both in Tamil Nadu and Puducherry, rival parties have promised voters a litany of freebies -- if they win. Just who wins will be known only May 13 when votes polled in these three states as well as Assam and West Bengal are counted.

Left stranded amidst the furore was the TD Vijayawada Urban president, Mr Vallabaneni Vamsi, who quit his party post but hastily retracted it claiming pressure from party workers. Unfortunately for him, party sources made it clear that his resignation would be accepted.
On Sunday, Mr Naidu had rejected the resignation of the Krishna district unit president, Mr Devineni Uma Maheshwara Rao, and had asked him to continue. It was then the turn of Mr Vamsi who is involved in a running feud with Mr Uma Maheshwara Rao. Mr Vamsi, who is a vocal supporter of Mr Harikrishna, faxed his resignation to Mr Naidu in protest over the alleged insult to Mr Harikrishna during his tour to the district. Meanwhile, the party general-secretary and in-charge of party affairs in Krishna District, Mr Gorantla Butchaiah Choudhry, announced in Hyderabad on Monday that if Mr Vamsi tendered his resignation, the party would have no option but to accept it.

The Indo-Russian pair Sunday let go of a 5-1 lead in the first set but recovered in time to serve it out. They then squandered a 4-0 lead in the second set and Mattek-Sands and Shaughnessy draw level 4-4. But once again Sania and Elena got their act together in the final stages to close the set and the match.
It was Sania and Elena's fifth tournament together. It was Sania's 11th career WTA doubles title and Elena's fifth.
"It helps as we get along so well," Sania said. "If either one of us isn't playing well, you don't get angry at your friends. We've known each other for really long. We're playing better every day and understanding each other's games better. When the other one isn't playing as well, the other picks it up."
Vesnina complimented Sania for having the best forehand on tour.
"I think Sania has the best forehand on the tour," Vesnina said, to which Sania quickly said: "I'm not so sure."
"I see the eyes of the net player who's guarding the ball from her forehand," Vesnina continued. "They are thinking, 'Oh my God, no, the Mirza forehand!' And then same for me on the backhand."
Sania praised the powerful backhand of her partner.
"Elena has a lethal backhand and obviously the forehand is my strong shot. Opponents kind of run out of ideas what to do, considering they have only half the court to play in," Sania said. "I think we've improved our volleys and are more confident. With confidence you start to poach more and do stuff normal doubles players do. And since we're so heavy off the ground, it's easier for the player at net."

Naidu, NTR family at war over next TDP boss Top
April 11: HYDERABAD: The infighting in the TDP, which has become public in Krishna and Nellore districts, has been triggered by the tussle between party president N Chandrababu Naidu's followers and those of the NTR family for control of the party.
According to sources, while Naidu loyalists want him to declare his son Lokesh as his political successor, NTR family followers are backing Jr NTR. It is this succession war that led to Krishna district unit president and Naidu loyalist Devineni Umamaheshwar Rao locking horns with urban unit chief and NTR family supporter Vallabaneni Vamsi on Friday. While in Nellore district, dissident MLA N Prasanna Kumar Reddy has openly demanded the appointment of Balakrishna as the party president.
According to sources, it all started when a section of TDP leaders urged Naidu a few days ago to pick Lokesh as his political successor. This was countered by the NTR family loyalists who immediately lobbied with Harikrishna, Balakrishna and Jr NTR. Both the sons of NTR, Harikrishna and Balakrishna fear that Lokesh's rise would end their clout within the party and also kill their political ambitions.
Sources said that NTR's daughter and Union HRD minister of state D Purandeswari and her husband (Congress MLA D Venkateshwar Rao) have backed the family's move to anoint Jr NTR as Naidu's successor. There has been no love lost between Naidu and Purandeswari for long.
Staunch NTR family supporters Vallabaneni Vamsi and Gudivada MLA Kodali Nani have been accusing Naidu of not giving the party's first family its due. In fact, it was Junior NTR who managed a ticket for Nani from Gudivada and got Vamsi the TDP post of Vijayawada City president after failing to get him a ticket for the Gannavaram seat.
According to the sources, the infighting has the community (Kamma) divided on the issue. "Lokesh's corporate style is not liked by senior leaders. While others doubt Jr NTR's ability to get votes in the backdrop of his failure in 2009 elections," said a local leader.
What complicates the issue is that Lokesh is married to Balakrishna's daughter. "In the end, they are political families and although they may be related through marriage, political loyalties take precedence," said a TDP politburo member. (TOI)

Vizag LPG plan stalled Top
April 11 Vizag: he project - promoted by Hindustan Petroleum Corporation (HPCL) and the France-based TotalFina - was poised for take-off after two years when the Visakhapatnam Port Trust (VPT) threw a spanner in the works. It is seeking settlement of HPCL's land lease dues before the project can be kicked off.
Estimated at Rs 300 crore, the underground cavern project is being executed by South Asia LPG Company (SALPG), a special purpose vehicle formed by the consortium.
It envisages storage of 60,000 tonne of LPG on Vizag port land for onward distribution through GAIL pipelines.
The land lease dispute relates to HPCL's Visakha refinery. The Visakhapatnam port had leased nearly 511 acres to HPCL for the refinery in the fifties and the corporation has been paying the lease fees fixed by the District Revenue Authorities (DRA). For 1985-95, it paid an annual lease fees of Rs 22 lakh to the port.
However, when the DRA revised the lease rates for 1995-2005, HPCL protested the move.
As per the revised fee 1995 -2005, the port has to collect Rs 3.25 crore towards lease from HPCL.
"The port has increased lease rates by 1,500 per cent in one go. Such a steep rise is unreasonable. It's strange that the revision in land lease for other adjacent units like Coromandel Fertilizers and Andhra Petrochemicals is only by 30 to 50 per cent. We are still paying the lease at the old rates and have made a plea to the DRA, the Tariff Authority for Major Ports and the Ministry of Shipping for reducing the lease rates," K Murali, executive director, HPCL, said. Vizag port sources said the revision was effected by DRA based on market value and VPT had the right to collect the lease at the new rates.
Jagan party making inroads into Congress base Top
April 11 VISAKHAPATNAM: With the state Congress leadership busy in firefighting measures to solve the problems and issues cropping up at alarming regularity, its dissidents are making a silent switch-over through back door to YSR Congress of former Kadapa MP Jaganmohan Reddy in north coastal region.
As the cadre base of Congress is getting eroded, the YSR Congress is benefiting from it. At a time, when the Congress has mobilised all its resources for Kadapa by-elections where Jagan and his mother YS Vijayalakshmi are contesting for Lok Sabha and Assembly seats respectively, the YSR Congress has shifted its focus to the north coastal region.
Instead of going for big kill of Congress MLAs and MPs, the YSR Congress is seeking support from sarpanches, MPTCs, ZPTCs, municipal corporators and ward members.
The YSR Congress leaders are moving at village and mandal levels to enrol cadres and supporters.
The party leadership has drawn up an action plan for the local leaders on how to create a base at grassroot level and is monitoring their activities from time to time.
As per the plan drafted on the basis of each Assembly segment, the leaders are organising a series of programmes like installing YSR statues, unveiling party flag and taking out padyatras.
As the Congress is bogged down by infighting of its leaders and various scams alleged against the ministers and MLAs, it has totally ignored lower-level leaders and party workers among whom the dissidence is growing by each day. Taking advantage of it, the YSR Congress leaders are inching towards them by promising them bright future in their party.
In Visakhapatnam, with Union minister of Congress D Purandeswari and senior leader T Subbarami Reddy not taking care of the party affairs, other leaders like Konathala Ramakrishna and Sabbam Hari are mobilising cadres to get into YSR Congress.
With no support from party leadership, Minister P Balaraju has been unable to keep the flock together in spite of his best efforts. (Express News)

Today is World Homeopathy Day Top
April 10: The basic principle of homeopathy, known as the "law of similars", is "let like be cured by like." It was first stated by German physician Samuel Hahnemann in 1796. April 10th is his birthday and on this day, it is celebrated as World Homeopath Day!
Homeopathy is a form of alternative medicine in which practitioners treat patients using highly diluted preparations that are believed to cause healthy people to exhibit symptoms that are similar to those exhibited by the patient.
Indian homoeopathy market may grow by 30 per cent and touch Rs 4,600 crore by 2012, due to its effective treatment of chronic diseases like respiratory disorders and arthritis, an Assocham study has said.
In 2010 calendar year, the domestic homoeopathy market size was estimated at about Rs 2,758 crore.
"The main reason for growing homoeopathy market is its effective and cheaper treatment for chronic ailments compared to allopathic and ayurvedic medicines," the study said. Besides, it said, the treatment is considered to be safe and has no side-effects.
"In 2009-10, the treatment helped around 10-12 crore people in diagnosing their ailments.
This number is likely to exceed 16 crore in the next two to three years," the study said.
At present, there are more than five lakh registered homoeopaths in the country, it said. The international homoeopathy market is also growing at a rate of 25 per cent annually and is estimated at Rs 26,300 crore, it added.

Visakha Container expects 38% rise in cargo handling Top
Visakha Container Terminal Private Limited, a private container terminal operator jointly promoted by Dubai Port World and United Liner Agencies of India, is targeting to handle about 200,000 TEUs (twentyfoot equivalent units) during this fiscal.
"In the just ended financial year, we handled about 145,000 TEUs as against 98,000 TEUs in the preceding year, a growth of 48 per cent," Sriram Ravi Chander, chief executive officer, VCTPL, told Business Standard.
The 48 per cent growth in 2010-11 can be attributed to four reasons - organic growth of industry in the local hinterland covering states of Andhra Pradesh, Orissa and Chhattisgarh; induction of new mainline services; Vizag emerging as a transshipment hub for Kolkata and finally, inducement of Inland Container Depot traffic between Vizag and Nagpur, he said.
Apart from existing cargos this year, VCTPL witnessed movement of new commodities like poly products, butter, coffee, cotton, tobacco and increased movement of sugar, refractory, heavy minerals, waste paper and metal scrap.
Establishment of ICD movements to Nagpur and movement of coffee, tobacco and cotton from Guntur also helped, he pointed out.
"The hinterland of Vizag is one of the fastest growing regions. Heavy investments have gone into various sectors including pharmaceuticals, aluminum, petroleum, chemicals, petrochemicals, ferro alloys, refractory and paper. In the coming years, the hinterland of Vizag will have an additional 0.6 million tonnes per annum (mtpa) ferro alloy production, 25 mtpa of steel, 3 mtpa aluminium, around 20 more pharmaceutical units, numerous power projects, more apparel manufacturing units. Hence, in 2011-12 we expect to handle 200,000 TEUs," he said.
The terminal also anticipates enhanced transshipment activity by adding Chittagong in Bangladesh and Yangon (Myanmar) to the loop and inducement of ICD movement from Delhi and Hyderabad.
In view of this, it has placed orders for new gantry cranes which would begin operations by December. VCTPL is spending Rs 110 crore on these cranes, he said.

Fake currency Groups Targeting Vizag Top
April 7:The state home department is delaying the handover of cases relating to fake currency that is printed in Pakistan to the National Investigation Agency (NIA) even though in just the past two weeks, as many as three major rackets of counterfeit currency notes were busted in Hyderabad, Vijayawada and Visakhapatnam. In fact, all the rackets were linked to Malda district in West Bengal, considered the hub of cross-border fake currency smuggling.
The NIA has a specialise wing that deals with fake currency cases with cross border implications and while the other south Indian states of Kerala, Tamil Nadu and Karnataka are handing over the cases to the agency, the NIA unit in Hyderabad has only received the one case of terror suspect Zia Ul Haq. Meanwhile, cross-border fake currency groups are targeting Hyderabad, Vijayawada, Visakhapatnam and other cities in the state.
"The state government has to write to the Ministry of Home Affairs (MHA) and the MHA has to hand over the cases to the NIA after verifying the quality of the notes it received from the state government. In fact, the other south Indian states hand over at least four cases per month to the NIA. It is advisable to hand over cases to the NIA as this will accommodate a holistic investigation as the route and original conspirators of all the cases are based in Pakistan, Bangladesh and West Bengal. One of the key objectives of the NIA is to probe fake currency cases of cross border significance," a police official said.

108 favours private hospitals: TDP Top
April 6: The Telugu Desam state committee secretary, Mr Kona Tatarao, alleged that the '108' project only benefited corporate hospitals in the state. Speaking to mediapersons here on Tuesday, he alleged that 108 was diverting 78 per cent of its rescued people to the corporate network hospitals of the Arogyasri scheme, leaving the rest of them to their fate to government hospitals. Moreover, the GVK Emergency Management and Research Institute, which operates 108 ambulances, had not operated all its 752 ambulances for the last few years, but received full maintenance charges (Rs 1,18,420 for each vehicle per annum) of all vehicles from government. State government had not responded to his repeated appeals, seeking information about the progress of the 108 project under the Right To Information Act, he said.
Mr Rao demanded that the government immediately make an inquiry into the progress of the project by a sitting High Court Judge. The party would intensify a stir against 108 if government failed to do so, he warned. Mr Tata Rao felt that 108 service, which was well-known for its quick medical relief to injured or ill persons, had now completely failed. With the support of a few key persons in government, the managements of network corporate hospitals and the GVK EMRI were playing games with the lives of lakhs of poor people in the state by using 108 for their own benefit.
Priority was given to corporate hospitals to grab huge amounts under the Arogyasri sche-me, he said. As per the MoU between state government and GVK EMRI, 752 emergency ser-vices were supposed to move on the roads in the state, but as on Tuesday, only 356 were being operated by the GVK, he pointed out.
In Visakhapatnam district alone, only 22 of the total 42 allotted ambulances were working, he added. The ambulances were also not fully equipped with necessary instruments such as ventilators to handle medical emergencies, he pointed out. As per CAG reports, GVK EMRI had not conducted audit also since 2009, Mr Rao observed.

Breaking News: Satya Sai Baba Condition Critical Top
April 5: HYDERABAD: The condition of Sri Sathya Sai Baba turned critical on Monday evening as some of his vital systems were not 'adequately responding' to treatment.
A bulletin issued by A.N. Safaya, Director, Sri Sathya Sai Institute of Higher Medical Sciences (SSSIHMS) at Prasanthigram near Puttaparthi, said the 85-year-old Sai Baba continued to be on ventilator support for helping his respiration and suction of secretion from the lungs.
"He continues to be on CRRT [continuous renal replacement therapy] system to help the functioning of the kidneys. The vital systems are not adequately responding. The condition of the Baba is critical."
The latest medical bulletin released at 10.30 p.m. stated that the condition of Baba's vital organs showed further deterioration.
A panel of doctors attending on him was doing its best to make the systems respond.
Sri Sathya Sai Baba was admitted to the superspeciality hospital on March 28 following complaints of chest and lung congestion. He initially responded to treatment but his condition began deteriorating on April 1.
Andhra Pradesh Minister for Major Industries J. Geetha Reddy, a devotee of Sai Baba, has been camping at Puttaparthi from April 2. He was joined by Revenue Minister N. Raghuveera Reddy on Monday. The State government despatched a team of five doctors from Hyderabad to assist the SSSIHMS doctors, but all of them except a physician have returned.
P.V. Ramesh, Principal Secretary, Health, told The Hindu that Sai Baba was responding to stimuli and his condition, though critical, was not irretrievable. His vital organs were placed on support systems - the heart on a pacemaker, the lungs on a respirator and the kidneys on renal replacement therapy. "We have not given up hope yet," said Dr. Ramesh.
Mr. Raghuveera Reddy, who returned here from Puttaparthi, said Sai Baba was responding by blinking his eyes when his name was called. Every thing depended on how he responded to the support systems.
Meanwhile, in Puttaparthi, hundreds of devotees thronged the hospital anxious to know about Sai Baba's condition. Police were deployed in good numbers as the devotees staged a protest alleging that hospital authorities were keeping them in the dark.

India kicks off state polls in first big test for Congress Top
April 4: GUWAHATI: Tens of thousands of Indians in the insurgency-racked state of Assam queued up on Monday to cast their votes in a local election, the first big test of the ruling Congress party since it became embroiled in corruption scandals last year.
Five states, which send just over a fifth of lawmakers in the 545-member lower house of parliament, are holding local elections that run until mid-May, and the battered Congress must perform well to retain its authority in the federal coalition.
The election in Assam, held in the shadow of the threat of attacks by rebels fighting New Delhi's rule, pits the state's Congress government against a local party allied to the federal main opposition Bharatiya Janata Party (BJP).
Prime Minister Manmohan Singh's Congress-led coalition has been hit by a series of corruption scandals and by high food prices, which have damaged its credibility and spooked investors in Asia's third-largest economy.
The scandals include charges of massive corruption and rule-breaking during the grant of lucrative mobile phone licences and radio spectrum in 2007-08 lost the exchequer $39 billion in revenue.
The ruling Congress is favoured to win the election in Assam, taking advantage of a fractured opposition, but the scandals will weigh. Analysts predict a slimmer majority for the party.
"This time it will not be a smooth sailing for the Congress," said Haider Hussain, a political analyst based in Guwahati, Assam's main city.
More than 45,000 security forces guarded 11,000 polling booths across 62 of the 126 constituencies in the tea-and-oil rich state. The rest of the state will go to polls on April 11.
Assam faces a decades-old violent separatist movement. Some rebels are in peace talks with the government, but a faction opposes this and has ambushed security forces and attacked Congress leaders in the run up to the elections.
Other states that have elections are the communist ruled states of West Bengal and Kerala, where Congress coalitions are expected to win on an anti-incumbency wave. Congress is also expected to retain the tiny southern state of Pondicherry.
In the southern state of Tamil Nadu, corruption charges will weigh on the Congress coalition's bid to retain power despite populist measures such as free television sets and cheap grains for the poor.
Andimuthu Raja, the former telecoms minister in the centre of the telecoms case, is a member of Congress' local ally DMK, which has also been implicated in the scandal.
The results of all five elections are due May 13. (Reuters)

UFOs expected at royal wedding, says retired Air Force major Top
London, April 1 (ANI): A former Air Force major has said that the royal wedding is not only expected to be viewed by over a billion people around the world - but also by a few UFOs.
Former military officer George Filer runs the National UFO Centre and says it's common to see the extraterrestrials around important events, and is highly possible they may be watching the royal wedding too.
"The craft seem to have an interest in anything important. They've been sighted recently over Libya and near the Japanese tsunami," the Daily Mail quoted Filer as telling AOL News.
He says his UFO Centre tracks over 1,000 sightings each month and has been getting reports from British Royal Air Force pilots over the past few weeks, who reported seeing UFOs over the English Channel.
Filer is also expecting sightings around Westminster Abbey on April 29 because he says the royal family have shown interest in UFOs. (ANI)
